Christmas pardon in Brazil

In the state of São Paulo, Brazil approximately 33,000 prisoners received the “Christmas Pardon” and were released to spend the holidays with their families.
One of them, a convicted rapist attacked a women while he was out. The majority of the prisioneiros won’t return to prison!
